Construction cost control software for contractors and developers

ConstructINS is construction cost control software that sets each package’s budget against what is committed, spent and forecast, and shows the cost at completion and the margin before an overrun lands. It is for contractors, developers and their cost and commercial teams in Egypt, Saudi Arabia, the UAE and the GCC, in Arabic and English. It works from your own cost plan, purchase orders and payment certificates — uploaded from Excel or pulled from your ERP — beside the ERP you run.

How the construction cost control software works

  1. Bring in the cost planUpload the budget by package or cost code — budget, committed, actual cost to date and forecast — from Excel or CSV, or pull cost actuals from Odoo by analytic account. Each file is checked as it is uploaded, and problems are listed before anything is filed.
  2. See every package on one lineCost & Commercial shows the cost budget, committed and spent, the cost at completion, CPI and the forecast margin — and each package running over, with its cause.
  3. Forecast the cost at completionThe cost at completion is your own forecast where you give one, cross-checked against budget ÷ CPI. Margin is worked from revenue — contract plus variations — and cost separately: at bid, today and after delay damages.
  4. Keep variations and cash in viewApproved and pending variations, payment certificates and the monthly cash flow — cost out, cash in, the running position — sit beside the budget, so a cash gap shows before it opens.
  5. Check prices against the marketRates for rebar, cement, ready-mix and other key materials are compared with a dated Egyptian market baseline, and procurement advises buying early only when the expected rise beats the cost of carrying the stock.
  6. Decide, with a named approverAn overrun raises a recommendation worked from the project’s own figures, ranked by what waiting costs. A person approves it, and every change keeps who made it, when, and the value before and after.

Set up in your pilot

  • Unit-rate build-up and estimates from your own rate library are set up in the pilot.
  • Riyal and dirham pricing, with their VAT, on your own projects is set up in the pilot.
  • Your ERP (SAP, Oracle or Odoo), Primavera P6, BIM, Aconex and SharePoint are connected during the pilot, beside your Excel BOQ, cost and schedule sheets.

In Egypt, Saudi Arabia, the UAE and the GCC

Egypt

Built on Egyptian practice: amounts in Egyptian pounds; certificates with retention, advance recovery, the 1% withholding and 14% VAT (with Law 157 of 2025’s rule for older contracts); key rates checked against the Ministry of Housing bulletin, the mill lists and the LME; and the Egyptian working calendar, with Ramadan, in the forecast.

Saudi Arabia

Contracts run in Saudi riyals — certificates, cost and escalation under FIDIC 13.7 on GASTAT’s construction-cost index, 15% VAT, 10% retention, no Egyptian withholding — and each SAR amount shows its EGP and USD value on hover, at the live rate or the company’s fixed rate. You see it on the Riyadh project in the demo; your own projects are set up in riyals in the pilot.

UAE and the GCC

In the UAE and the rest of the GCC it works in English and Arabic on FIDIC-based contracts, beside the ERP you run. Dirham pricing and UAE VAT on your projects are set up in the pilot, and the Forex board shows the dirham’s live rate.

How to choose

  • Cost against money, package by packageBudget, committed, actual and forecast on one line per package or cost code — and the margin worked from revenue and cost separately, not from progress alone.
  • A forecast you can traceEvery figure should say how it was worked — your forecast, or budget ÷ CPI — and from which records.
  • Starts from the files you keepExcel and CSV uploads, your ERP and Primavera P6 schedules. A tool that needs a full ERP migration first is a project of its own.
  • Local practice built inThe currency, VAT, withholding, retention and contract basis your projects use — FIDIC, or Egypt’s Law 182.
  • People decide, and it is recordedRecommendations go to a named approver, and every change keeps who made it and the value before and after.

Frequently asked questions

What is construction cost control software?

Software that compares each package’s budget with what is committed, spent and forecast, so an overrun is seen while there is still time to act. ConstructINS adds the cost at completion, CPI, the forecast margin and the variations on the same screen.

Can it control job costs by cost code?

Yes. The budget register takes a cost code or package on each line, with budget, committed, actual to date and forecast, and overruns are shown by package with their cause.

Does it work with our ERP or accounting system?

Yes. It works alongside them: your ERP — SAP, Oracle or Odoo — is connected during the pilot, with purchase orders, cost actuals and tasks flowing in, while the ERP keeps the ledger, invoicing and payroll. ConstructINS adds the forecast, the certificates and the decisions.

Is there a free version or a free trial?

Access starts with a guided demo: the Epsilon AI team shows ConstructINS on sample projects, then arranges individual, time-limited access and a pilot on one of your projects, with its scope and price agreed up front. Requesting a demo never creates an account.

Does it work in Arabic?

Yes. Every screen, report and export works in Arabic, right to left, and in English. Ask ConstructINS answers in Egyptian Arabic, and site teams can type, speak or photograph what they record.

Which countries is it offered in?

Egypt, Saudi Arabia, the UAE and the wider GCC, by Epsilon AI Global — founded in 2015, with offices in New Cairo, Riyadh and Dubai. Saudi and UAE specifics — riyal and dirham pricing, local codes and calendars — are set up in the pilot.
